　　CSPPLAZA光熱發(fā)電網(wǎng)訊：中廣核德令哈50MW光熱發(fā)電項目關(guān)鍵設(shè)備之一油水換熱器的采購招標(biāo)公告于2月25日晚間正式發(fā)布，據(jù)采購公告信息，具體的采購內(nèi)容包括預(yù)熱器、蒸汽發(fā)生器、過熱器、再熱器；和備品備件、專用工具等。

　　本次投標(biāo)面向國內(nèi)外注冊的獨立法人。投標(biāo)人應(yīng)具有美國機械工程師協(xié)會ASME頒發(fā)的鍋爐壓力容器設(shè)計及制造 “U”、“U2”、“S”證書（同時具有）；近三年管殼式換熱器的業(yè)績不少于30臺/年等資質(zhì)。

具體的投標(biāo)資格如下：

1) 投標(biāo)人必須是在中華人民共和國境內(nèi)境外注冊的獨立法人，未被處于責(zé)令停業(yè)、投標(biāo)資格被取消、或者財產(chǎn)被接管、凍結(jié)和破產(chǎn)狀態(tài)；
2) 投標(biāo)人應(yīng)具有良好的財務(wù)狀況和商業(yè)信譽；近三年年均銷售營業(yè)收入不少于人民幣1億元（或等值外幣）；
3) 近三年管殼式換熱器的業(yè)績不少于30臺/年；
4) 具有美國機械工程師協(xié)會ASME頒發(fā)的鍋爐壓力容器設(shè)計及制造 “U”、“U2”、“S”證書（同時具有）；5) 投標(biāo)人應(yīng)至少具備以下三種許可證之一：
a. 國家質(zhì)檢總局頒發(fā)的A2類特種設(shè)備制造許可證(壓力容器)；
b. 國家質(zhì)檢總局頒發(fā)的A級余熱鍋爐制造許可證；
c. 美國機械工程師協(xié)會頒發(fā)的ASME 授權(quán)證書；
6)本次招標(biāo)接受聯(lián)合體投標(biāo)：聯(lián)合投標(biāo)體牽頭方需具有投標(biāo)人要求的所有資質(zhì)；聯(lián)合體中的技術(shù)提供方或聯(lián)合設(shè)計方在近八年中須至少具備2項光熱電站蒸汽發(fā)生系統(tǒng)的設(shè)計業(yè)績并且電站商業(yè)運行2年及以上；
7)本次招標(biāo)接受代理商投標(biāo)：代理商應(yīng)同時提供制造商的資質(zhì)、信譽、業(yè)績等證明文件，且制造商資質(zhì)業(yè)績滿足本次招標(biāo)對投標(biāo)人的資格要求；代理商應(yīng)提供制造商授權(quán)委托書。

　　本項招標(biāo)的投標(biāo)截止時間和開標(biāo)時間為：2015年3月19日上午11:00（北京時間）。開標(biāo)地點在北京西三環(huán)中路90號（六里橋北里）通用技術(shù)大廈309會議室 。

1. 項目簡介：
Project brief：
中廣核德令哈50MW光熱發(fā)電項目廠址位于青海省德令哈市西出口太陽能產(chǎn)業(yè)園區(qū)內(nèi)，距離德令哈市約7km。本項目占地面積約2.5km2，海拔約3000m，規(guī)劃裝機容量100MW，其中本期建設(shè)50MW。
CGN-Delingha 50MW Solar Thermal Power Generation Project is located in Delingha Solar Industrial Park in Qinghai province, about 7 km from Delingha city. It covers about 2.5km2. And the altitude is about 3000m. The planning installed capacity is 100MW. This project is the first phase with 50MW.
本項目采用槽式導(dǎo)熱油太陽能熱發(fā)電技術(shù)，建設(shè)190個槽式集熱器標(biāo)準(zhǔn)回路，設(shè)置一套雙罐二元硝酸鹽儲熱系統(tǒng)（儲熱容量滿足汽輪發(fā)電機組滿負(fù)荷7.5小時發(fā)電需要），并設(shè)計、建設(shè)一套55MW的中溫、高壓一次再熱的汽輪發(fā)電機組。
This project will adopt the parabolic solar energy power generation technology. There will be 190 parabolic through collector (PTC) loops, a molten salt heat storage system (heat storage can meet the needs of wind power at full load for 7.5 hours) and a 55 MW high-pressure intermediate-temperature and single reheat.

本次招標(biāo)為德令哈50MW光熱發(fā)電項目采購油水換熱器，具體內(nèi)容包含但不限于以下方面：
1)預(yù)熱器、蒸汽發(fā)生器、過熱器、再熱器；
2)備品備件、專用工具等。
The main contents are as follows:
1)The preheater, the steam generator, superheater, reheater;
2) spare parts, special tools, etc.
 
2.2項目工期：中標(biāo)后11個月。
Construction Period：Within the 11 months after send out the Letter of Acceptance
 
3. 投標(biāo)人資格：
Bidder’s Qualifications:
1) 投標(biāo)人必須是在中華人民共和國境內(nèi)境外注冊的獨立法人，未被處于責(zé)令停業(yè)、投標(biāo)資格被取消、或者財產(chǎn)被接管、凍結(jié)和破產(chǎn)狀態(tài)；
The bidder shall legally register in China or foreign countries, not in a state of proscribed, disqualify the bid qualification, property has distrained, frozen or bankrupt;
2) 投標(biāo)人應(yīng)具有良好的財務(wù)狀況和商業(yè)信譽；近三年年均銷售營業(yè)收入不少于人民幣1億元（或等值外幣）；
The bidder should have good financial status and business reputation; The operation revenue of nearly three years should not less than RMB 100 million (or equivalent foreign currency);
3) 近三年管殼式換熱器的業(yè)績不少于30臺/年；
The performance of shell heat exchanger performance in nearly three years should not less than 30 units/year.
4) 具有美國機械工程師協(xié)會ASME頒發(fā)的鍋爐壓力容器設(shè)計及制造 “U”、“U2”、“S”證書（同時具有）；
Has the certificate of boiler pressure vessel design and manufacturing issued by ASME, and the type of "U", "U2", "S" (have at the same time);
5) 投標(biāo)人應(yīng)至少具備以下三種許可證之一：
a. 國家質(zhì)檢總局頒發(fā)的A2類特種設(shè)備制造許可證(壓力容器)；
b. 國家質(zhì)檢總局頒發(fā)的A級余熱鍋爐制造許可證；
c. 美國機械工程師協(xié)會頒發(fā)的ASME 授權(quán)證書；
The bidder should have one of the following licenses:
a. Class A2 of special equipment manufacturing license issued by AQSIQ (pressure vessel);
b. Class A of waste heat boiler manufacturing license issued by AQSIQ;
c. ASME authorized certificate issued by American Society of Mechanical Engineers.
6)本次招標(biāo)接受聯(lián)合體投標(biāo)：聯(lián)合投標(biāo)體牽頭方需具有投標(biāo)人要求的所有資質(zhì)；聯(lián)合體中的技術(shù)提供方或聯(lián)合設(shè)計方在近八年中須至少具備2項光熱電站蒸汽發(fā)生系統(tǒng)的設(shè)計業(yè)績并且電站商業(yè)運行2年及以上；
Consortium bid is accepted. The leader of consortium should conforms with all of the bidders qualifications; the technology provider or the designer of consortium shall have more than two complete design records of steam generating system in Solar-thermal power stations. The project shall have been put into commercial operation for more than two years.
7)本次招標(biāo)接受代理商投標(biāo)：代理商應(yīng)同時提供制造商的資質(zhì)、信譽、業(yè)績等證明文件，且制造商資質(zhì)業(yè)績滿足本次招標(biāo)對投標(biāo)人的資格要求；代理商應(yīng)提供制造商授權(quán)委托書。
Agents bid is accepted. Agents should provide the manufacturer's qualifications , reputation, performance and other documents at the same time. The manufacturers should conforms with all of the bidders qualifications. The agent shall provide the the power of attorney of manufacturer.
*以上要求投標(biāo)人必須同時滿足，所提供的所有資質(zhì)文件必須真實，且與投標(biāo)人主體一致，如果需要年檢的，請確保提供的文件復(fù)印件已年檢合格，否則在評標(biāo)時做廢標(biāo)處理。
