　　CSPPLAZA光熱發(fā)電網(wǎng)訊：中廣核德令哈50MW光熱發(fā)電項(xiàng)目關(guān)鍵設(shè)備之一熔鹽泵的采購招標(biāo)公告于2月25日晚間正式發(fā)布，據(jù)采購公告信息，具體的采購內(nèi)容包括冷熱熔鹽泵及配套變頻電機(jī)；備品備件、專用工具等；但鹽泵變頻器不包含在本次招標(biāo)范圍內(nèi)。

　　本次投標(biāo)面向國內(nèi)外注冊(cè)的獨(dú)立法人。投標(biāo)人應(yīng)具有2項(xiàng)及以上、且總數(shù)量不少于6臺(tái)光熱電站熔鹽泵（單臺(tái)泵功率100KW以上）完整的供貨業(yè)績，上述項(xiàng)目至少已商業(yè)運(yùn)行2年及以上；

具體的投標(biāo)資格如下：

1) 投標(biāo)人必須是在中華人民共和國境內(nèi)境外注冊(cè)的獨(dú)立法人，未被處于責(zé)令停業(yè)、投標(biāo)資格被取消、或者財(cái)產(chǎn)被接管、凍結(jié)和破產(chǎn)狀態(tài)；
2) 投標(biāo)人應(yīng)提供近三年經(jīng)審計(jì)的財(cái)務(wù)報(bào)告以證明其具有良好的現(xiàn)金流和財(cái)務(wù)狀況；
3) 投標(biāo)人應(yīng)具有2項(xiàng)及以上、且總數(shù)量不少于6臺(tái)光熱電站熔鹽泵（單臺(tái)泵功率100KW以上）完整的供貨業(yè)績，上述項(xiàng)目至少已商業(yè)運(yùn)行2年及以上；
4) 本次招標(biāo)不接受聯(lián)合體投標(biāo)；本次招標(biāo)不接受代理商投標(biāo)。

中國技術(shù)進(jìn)出口總公司（以下簡稱“招標(biāo)代理機(jī)構(gòu)”）受招標(biāo)人中廣核太陽能德令哈有限公司委托，就本項(xiàng)目采購進(jìn)行國際公開招標(biāo)。合格的具有獨(dú)立法人資格以及滿足本招標(biāo)公告中關(guān)于投標(biāo)人資格要求的投標(biāo)人均可報(bào)名參加本項(xiàng)目的投標(biāo)。
China National Technical Import and Export Corporation (CNTIC), hereinafter called as the “Tendering Agency”, for and on behalf of CGN Delingha Solar Energy Co., Ltd (hereafter called the “Tendering Party”), invites sealed bids from eligible suppliers home and abroad for the supply of the following service by way of International Competitive Bidding.
 
1. 項(xiàng)目簡介：
Project brief：
中廣核德令哈50MW光熱發(fā)電項(xiàng)目廠址位于青海省德令哈市西出口太陽能產(chǎn)業(yè)園區(qū)內(nèi)，距離德令哈市約7km。本項(xiàng)目占地面積約2.5km2，海拔約3000m，規(guī)劃裝機(jī)容量100MW，其中本期建設(shè)50MW。
CGN-Delingha 50MW Solar Thermal Power Generation Project is located in Delingha Solar Industrial Park in Qinghai province, about 7 km from Delingha city. It covers about 2.5km2. And the altitude is about 3000m. The planning installed capacity is 100MW. This project is the first phase with 50MW.
本項(xiàng)目采用槽式導(dǎo)熱油太陽能熱發(fā)電技術(shù)，建設(shè)190個(gè)槽式集熱器標(biāo)準(zhǔn)回路，設(shè)置一套雙罐二元硝酸鹽儲(chǔ)熱系統(tǒng)（儲(chǔ)熱容量滿足汽輪發(fā)電機(jī)組滿負(fù)荷7.5小時(shí)發(fā)電需要），并設(shè)計(jì)、建設(shè)一套55MW的中溫、高壓一次再熱的汽輪發(fā)電機(jī)組。
This project will adopt the parabolic solar energy power generation technology. There will be 190 parabolic through collector (PTC) loops, a molten salt heat storage system (heat storage can meet the needs of wind power at full load for 7.5 hours) and a 55 MW high-pressure intermediate-temperature and single reheat.

本次招標(biāo)為德令哈50MW光熱發(fā)電項(xiàng)目采購熔鹽泵，具體內(nèi)容包含但不限于以下方面：
1)     冷熱熔鹽泵及配套變頻電機(jī)；
2)     備品備件、專用工具等；
3)     鹽泵變頻器不包含在本次招標(biāo)范圍內(nèi)。
The main contents are as follows:
1) Hot and cold Molten Salt Pump and supporting inverter motor ;
2) spare parts, special tools, etc;
3) Salt pump inverter is not included in the scope of this project.
 
2.2項(xiàng)目工期：中標(biāo)通知書后12個(gè)月貨到項(xiàng)目現(xiàn)場。
Construction Period：12 months after letter of acceptance.

3. 投標(biāo)人資格：
Bidder’s Qualifications:
1) 投標(biāo)人必須是在中華人民共和國境內(nèi)境外注冊(cè)的獨(dú)立法人，未被處于責(zé)令停業(yè)、投標(biāo)資格被取消、或者財(cái)產(chǎn)被接管、凍結(jié)和破產(chǎn)狀態(tài)；
The bidder shall legally register in China or foreign countries, not in a state of proscribed, disqualify the bid qualification, property has distrained, frozen or bankrupt;
2) 投標(biāo)人應(yīng)提供近三年經(jīng)審計(jì)的財(cái)務(wù)報(bào)告以證明其具有良好的現(xiàn)金流和財(cái)務(wù)狀況；
The bidder shall have good financial status and reputation and provide the audited Financial Statements from 2011 to 2013;
3) 投標(biāo)人應(yīng)具有2項(xiàng)及以上、且總數(shù)量不少于6臺(tái)光熱電站熔鹽泵（單臺(tái)泵功率100KW以上）完整的供貨業(yè)績，上述項(xiàng)目至少已商業(yè)運(yùn)行2年及以上;；
The bidder shall have more than two complete supply records and not less than six sets in field of the same type of Milten Salt Pump (single pump power is more than 100 kw). The project shall have been put into commercial operation for more than two years.
4) 本次招標(biāo)不接受聯(lián)合體投標(biāo)；本次招標(biāo)不接受代理商投標(biāo).
Consortium bid and agents bid will lead to the rejection of bid.
*以上要求投標(biāo)人必須同時(shí)滿足，所提供的所有資質(zhì)文件必須真實(shí)，且與投標(biāo)人主體一致，如果需要年檢的，請(qǐng)確保提供的文件復(fù)印件已年檢合格，否則在評(píng)標(biāo)時(shí)做廢標(biāo)處理。
* The bidder must meet all the qualifications, and provide real and effective evidence, and supply the certificate file yearly checked, if not will lead to the rejection of bid.

* Bidders should submit the following documents before Obtain IFB Documents (the duplicate documents should be with official seal or signed by the Attorney). The following documentsshall be only used in purchasing IFB Documents, and shall not be a part of the bidding documents:
a) 2011、2012年度及2013年的財(cái)務(wù)報(bào)表（復(fù)印件）；
The audited Financial Statements from 2011 to 2013；
b) 法人授權(quán)委托書正本、經(jīng)辦人本人身份證原件及復(fù)印件。
Original of the Power of Attorney, One duplicate of the Responsible persons Identity Card;
c) 符合資格條件中業(yè)績要求的證明文件（須提供合同復(fù)印件）。
